Born February 8th, 1950. Degree in Law from the Università di Pavia.


Academic CV

Full Professor of Constitutional Law since January 2015.

Previously, full Professor of Comparative Public Law from 1999 to 2014, Bocconi University; Assistant Professor of Public Law at the Faculty of Law, Università di Pavia; Associate Professor of Public Law, Università Cattolica; Professor of Italian and Comparative Constitutional Law at the Faculty of Political Science, Università di Chieti; and Full Professor of Comparative Law, Faculty of Law, Università di Pavia. Visiting Professor and Fulbright Scholar at the University of Virginia School of Law, Charlottesville. Visiting Professor at the Universities of Barcelona and Coimbra, and at the London School of Economics. 

From 1998 to 2001, he was member of the managing board of the Italian Association of Constitutionalists. Since April 2001, he has been president of the Association of Comparative and European Public Law. Since May 2002, he has been member of the expert committee on public administration for the Economic and Social Council, General Assembly of the United Nations. Member of the editorial boards of  Giurisprudenza costituzionale and Rivista di Diritto Costituzionale. Editor of the journal Diritto Pubblico Comparato ed Europeo.
